EVELYN NKALUBO-MUWEMBA

Ms. Nkalubo-Muwemba is a legal and business management multi-skilled professional with cross functional expertise in governance and strategy execution, people and financial management and business processes improvement spanning over two and a half decades. Evelyn is currently the managing partner of SLM. She was the Director Legal and Secretary to the Insurance Regulatory Authority of Uganda (IRA) from 1997 to 2020. She also acted as the Commissioner for Insurance (CEO of the Insurance Regulatory Authority) from 2008 to 2011. Evelyn also worked with the Economic Policy Research Centre as a Programme Administrator and with the Uganda Manufacturer’s Association in various capacities i.e. Director Planning & Management, Programme Administrator, Administrative & Finance Officer etc.

She also served at the Uganda Commercial Bank in the legal department (under the Development Finance Group) as a Legal Officer/ Monitoring and Loan Processor. She started her career as a State Attorney with the Attorney General Chambers and Assistant Secretary to the Uganda Law Council while at the Ministry of Justice. She has served and continues to serve as a member on the Boards of corporations and Non-Governmental organisations. Evelyn holds a Master of Business Administration (MBA), University of Stirling UK, a Bachelor of Laws Degree from Makerere University and a Diploma in Legal Practice (Dip. LP) from the Law Development Centre-Kampala.

She is an Advocate of the High Court of Uganda and all courts of judicature in Uganda and has practiced law since 1985. She is a Chartered Insurer (ACII), UK; an Associate of the Insurance Institute of Uganda (AIIU); and an Associate of the Chartered Institute of Arbitrators (ACIArb) – UK. She is a member of the East Africa Law Society, the Uganda Law Society and the Uganda Association of Women Lawyers (FIDA-Uganda)

SAMSON L.SEMPASA

Dr. Sempasa has over 30 years of experience as a law practitioner and legal consultant and 28 years of experience mediating over 1200 cases involving a wide range of subject matter. He is a licensed Advocate of the High Court and all courts of judicature in Uganda and is also licensed to practice before the Supreme Court of the United States of America, the 5th Circuit Court of Appeal of United States, and the Supreme Court of the State of Louisiana. He is a member of Uganda Law Society, Louisiana State Bar Association, California State Bar Association, and East African Law Society. Dr. Sempasa is also an accredited mediator/Arbitrator of the Center for Arbitration and Dispute Resolution (CADER), the American Arbitration Association (AAA), Center for Effective Dispute Resolution (CEDR) and the International Mediation Institute. He is recognized as one of Uganda’s foremost commercial mediator/arbitrator and he writes and speaks frequently on issues related to ADR and effective resolution of disputes. He is an experienced international development practitioner with extensive field experience in justice sector reforms.

He directed justice sector reforms, ADR trainings and system designs in Uganda, Kenya, Rwanda, Tanzania, South Sudan, Ethiopia, Nigeria, Liberia, Lesotho, Afghanistan and United States. He is a founder and the first Executive Director of CADER. He has also delivered Mediation and Conflict Resolution trainings both domestically and internationally. Dr. Sempasa holds a doctorate of Juridical Sciences (SJD) from Tulane University Law School in New Orleans, Louisiana, USA; a Master of International and Comparative Laws (LL.M-MCL) [With Distinction] from Tulane University Law School, New Orleans Louisiana, USA; a Bachelor of Laws LL.B [Hons.] from Makerere University; and a Diploma in Legal Practice (Dip.LP) from the Law Development Center–Kampala, Uganda. He is a member of the Uganda Law Society, East African Law Society.

SOLOME L. MAYINJA LUWAGA

She is an Advocate of the High Court of Uganda and all courts of judicature in Uganda. She is an accredited mediator/arbitrator of the Center for Arbitration and Dispute Resolution (CADER). She has a wealth of experience as mediator / arbitrator and has successfully handled several arbitration cases as an inhouse lawyer and at the Centre for Arbitration and Dispute Resolutions. She is also a chartered Secretary with over twenty years of corporate and Boardroom experience. She was formerly Company Secretary/Head of Legal Department with a reputable Insurance Company (Statewide Insurance Co. Ltd).

Her experience as a law practitioner includes a brief period with a Nairobi Law Firm. She has served on several Boards including the Higher Education school Financing Board. She holds a Masters of Arts in Human Rights (Distinction) from Uganda Martyrs University, Nkozi, a Bachelor of Laws (LLB), Makerere University, and a Post Graduate Diploma in Legal Practice (Dip.LP) Law Development Centre, Kampala. She has practiced law for over twenty seven years.

Solome is a Chartered Secretary (The Governance Institute, UK) and Associate of the Chartered Institute of Arbitrators (ACIArb) – UK. She is a member of the Uganda Law Society, East African Law Society and the Uganda Association of Women Lawyers (FIDAUganda).

REBECCA NABIRYE ALICE LUKYAMUZI

Rebecca Alice Nabirye is an Advocate with a Diploma in Legal Practice (Dip LP) Law Development Center. Holds a Bachelors of laws (LLB) Makerere University Kampala.

Rebecca Alice worked with the Uganda Bureau of Statistics for more than 16 years in various capacities; Deputy Team Leader Administration and Human Resource in National Population and Housing Census 2014, Secretary to the Census Management Team (CMT) 2014, Administrative & Transport Officer, Budget Officer for the Division of Administration and Human Resource, etc. She diligently served in the two National Population and Housing Censuses of 2002 and 2014 with awards by the employer.

She served as a member on the Board Committee of the Uganda Aids Commission handling both Administrative and financial matters for four years from 2018- 2020. She is a graduate of the Chartered Governance Institute (UK & Ireland) with merits in five subjects. She served as a members in the first ICSA Uganda Board of Directors as the treasurer.

She holds a post graduate diploma in Financial Management (DFM) Uganda Management Institute Kampala Uganda (UMI). Rebecca Alice has a wealth of skills in Corporate and Commercial law, Family law, Human Rights law, International trade, and Public Legal Practice. She also has a wide experience for more than twenty years in Corporate Governance with a niche in Taxation, Administration and Secretarial Practice/Board Affairs.
